At this Forum, panelists discussed issues raised in Professor Rachel Barkow’s new book, “Prisoners of Politics: Breaking the Cycle of Mass Incarceration.” Among the topics discussed were how populist politics have produced draconian laws and practices and ways in which politics can now be used to bring about reform, including in courts and prosecutors’ offices.
